Chocolate Maraschino Layer Cake

Ingredients
Cake
1 ¾ cups (220g) all-purpose flour
1 ½ cups (300g) sugar
¾ cup (65g) cocoa powder
1 ½ tsp baking powder
1 ½ tsp baking soda
1 tsp salt
2 eggs
1 cup (240ml) milk
½ cup (120ml) vegetable oil
2 tsp vanilla extract
1 cup (240ml) boiling water
Filling
1 cup (240ml) heavy cream (or whipped topping)
2 tbsp powdered sugar (optional)
1 cup chopped maraschino cherries (reserve some whole cherries for garnish)
