1. Preheat the oven to 350°F (175°C). Grease a 9×13-inch baking dish.
2. In a large bowl, combine the ground beef, breadcrumbs, Parmesan cheese, chopped onion, egg, milk, salt, pepper, garlic powder, and oregano. Mix until well combined.
3. Press the meatloaf mixture evenly into the bottom of the prepared baking dish.
4. Bake the meatloaf layer for 20 minutes or until it begins to set.
5. While the meatloaf layer is baking, prepare the cheese sauce. In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes, or until lightly browned.
6. Gradually whisk in the milk, mustard powder, and paprika. Cook, whisking constantly, until the mixture thickens, about 5-7 minutes.
7. Remove from heat and stir in the shredded cheddar and mozzarella cheeses until melted and smooth.
8. Combine the cooked macaroni with the cheese sauce, stirring to coat the pasta evenly.
9. Pour the mac and cheese mixture over the partially baked meatloaf layer.
10. Return the casserole to the oven and bake for an additional 25-30 minutes, or until the top is golden and bubbly.
11. Let the casserole cool for a few minutes before serving. Garnish with chopped parsley if desired.
