Heat the olive oil in a large deep saucepan over medium-high heat. Add in the sliced Kielbasa and onions, cooking for 5-6 minutes until the sausage is browned and onions are soft.
Add the minced garlic and cook for another minute until aromatic.
Stir in the diced tomatoes, pasta, milk, salt, and pepper. Gradually add water until the pasta is covered (approximately 2 cups of water). Stir to combine.
Bring the mixture to a simmer and let it cook for 15 minutes, stirring occasionally, until the pasta is fully cooked.
Remove the pan from the heat and stir in the shredded cheddar cheese.
Cover and let it sit until the cheese is melted.
Serve immediately while warm and enjoy!
